KASHIWAZAKI, Japan-Monday's powerful earthquake tipped over barrels of nuclear waste at a Japanese power plant and officials are investigating whether there were any radioactive leaks. Some of the lids were open.That news comes a day after officials said the quake had caused the reactor to spill radioactive water into the sea.The quake killed nine people and seriously injured about 50.Some 13,000 people are packed into emergency shelters in the quake zone 160 miles northwest of Tokyo.To add to the misery, it's raining Tuesday and officials are concerned that ground softened by the quake could slide down hillsides.
