BAGHDAD-A teenage Iraqi girl wearing a vest packed with explosives turned herself in rather than go through with a suicide bombing in a violence-torn city north of Baghdad, police and the U.S. military said.A U.S. military statement said the girl surrendered to police on Sunday in Baquba, capital of Iraq's restive Diyala province, where Sunni Arab al Qaeda militants are waging war on U.S. and Iraqi forces. She was still wearing the vest, which police had to remove before detaining her. Iraqi police and U.S. sources differed on the girl's age, with estimates ranging from 13 to 17."Reports are that she approached the IPs (Iraqi police) saying she had the vest on and didn't want to go through with it," U.S. military spokesman Lieutenant Commander David Russell told Reuters on Monday. "If she was forced to put on the vest or if she did it voluntarily, that is still being reviewed."Police footage obtained by Reuters showed a girl with dyed red hair talking with four Iraqi policemen from a distance, her back against a wall. After some minutes, one them approaches her and ties her arms back onto a railing. Two policemen then remove the vest. After searching her, one takes off his jacket and drapes it over her to cover the girl's bare shoulders. Under interrogation in a police station later, she said an older woman had strapped the vest to her and had told her to go near the entrance of a local school and await instructions from someone who would meet her there, police said.Suicide bomb attacks by women and girls have become increasingly common in Iraq this year. U.S. forces say al Qaeda militants favor female bombers because they can escape detection by police reluctant to search women.

Russia warns Moldova against "Georgian mistake"

SOCHI, Russia-Russian President Dmitry Medvedev warned ex-Soviet Moldova on Monday against repeating Georgia's mistake of trying to use force to seize back control of a breakaway region.Russia sent peacekeepers to Moldova in the early 1990s to end a conflict between Chisinau and its breakaway Transdniestria region and is trying to mediate a deal between the two sides.Transdniestria, one of a number of "frozen conflicts" on the territory of the former Soviet Union, mirrored the standoff between Georgia and its rebel regions of South Ossetia and Abkhazia until they erupted in war earlier this month.Russia sent troops to Georgia to crush Tbilisi's military push into South Ossetia and Moscow says Georgia has now lost the chance of ever re-integrating the breakaway provinces. "After the Georgian leadership lost their marbles, as they say, all the problems got worse and a military conflict erupted," Medvedev told Moldovan President Vladimir Voronin."This is a serious warning, a warning to all," he added. "And I believe we should handle other existing conflicts in this context."As the two leaders spoke in Medvedev's Black Sea residence in Sochi, Russian lawmakers were voting non-binding resolutions urging the Kremlin to recognize Abkhazia and South Ossetia as independent states. That would be a nightmare scenario for Moldova which fears Russia could recognize Transdniestria, a pro-Moscow region in Moldova.

Russia cruiser to test weapons in crowded Black Sea

MOSCOW-Russia's flagship cruiser re-entered the Black Sea on Monday for weapons tests hours after the Russian military complained about the presence of U.S. and other NATO naval ships near the Georgian coast. The "Moskva" had led a battle group of Russian naval vessels stationed off the coastline of Georgia's breakaway region of Abkhazia during Russia's recent conflict with Georgia and sank smaller Georgian craft. The assistant to the Russian Navy's commander-in-chief told Russian news agencies the cruiser had put to sea again two days after returning to its base at the Ukrainian port of Sevastopol."'Moskva' has today departed toward the Black Sea Fleet's naval training range to check its radio-controlled weapons and onboard communications systems," Captain Igor Dygalo was quoted as saying by Interfax. The Russian navy's press office was unable to confirm his comments when contacted by Reuters. The presence of so many ships from NATO countries earlier drew the ire of a Russian military spokesman during a daily media briefing on the conflict."The fact that there are nine Western warships in the Black Sea cannot but be a cause for concern. They include two U.S. warships, one each from Spain and Poland, and four from Turkey," Anatoly Nogovitsyn, the deputy chief of the Russian military's General Staff said.On Sunday, the U.S. guided missile destroyer USS McFaul arrived with aid including camp beds, bedding, tents and mobile kitchen units, the U.S Defense Department spokesman Bryan. Whitman said.Separately, the U.S. Coast Guard cutter Dallas has been dispatched with aid, while a third vessel, the Navy command ship USS Mount Whitney, is being loaded in Italy with humanitarian supplies for Georgia, he said.

"Unacceptable" for Russia to recognize rebel regions

MOSCOW-Russia's parliament approved resolutions on Monday calling on the Kremlin to recognize two rebel regions of Georgia as independent states, a step Washington said would be "unacceptable."The United States, at odds with Moscow over its military intervention in Georgia, also accused Russia of failing to honor a ceasefire agreement by keeping a large military presence in Georgia's heartland. Both houses of Russia's parliament, controlled by Kremlin loyalists, swiftly endorsed non-binding resolutions urging President Dmitry Medvedev to recognize the pro-Moscow breakaway regions of South Ossetia and Abkhazia.Georgia and Russia fought a brief war over South Ossetia earlier this month after Tbilisi sent in troops to try to retake the province by force, provoking a massive counter-attack by land, sea and air by Moscow.Parliament's resolutions may signal Medvedev himself intends to grant recognition, or simply be a Kremlin bargaining chip.Medvedev, who under Russian law takes the ultimate decision on recognition, did not immediately comment on the votes. In Washington, the State Department urged him not to follow the lawmakers' lead. "To us that would be unacceptable," said spokesman Robert Wood. "Russia needs to respect the territorial independence and sovereignty of Georgia."

Key Georgian rail line reopens after explosion

TBILISI-Georgia's main east-west railway was reopened overnight following a fuel train explosion on the line west of the central town of Gori,Georgian Railways said on Monday. Railway spokeswoman Irma Stepnadze said damage to the line was limited. "Railway traffic has been restored," she told Reuters. The explosion, which police said they believed was caused by a landmine, occurred on the main track of the railway line linking eastern and western Georgia -- a route used by oil exports from Azerbaijan to European markets.Azeri officials said on Sunday oil cargoes were being held up at the border with Georgia following the explosion.Russian troops left Gori, a key town in the Russia-Georgia conflict over breakaway South Ossetia, on Friday after a 10-day occupation. The explosion occurred near an abandoned Georgian military base.On August 16, an explosion downed a bridge on the line further east near the town of Kaspi. Russia denied Georgian accusations that it was behind the attack.Oil exports were disrupted, but Azerbaijan said Georgia had offered a smaller, disused rail bridge for use until the damaged bridge was repaired.

Thai police brace for major anti-government rally

BANGKOK-Thai police are braced for a major anti-government demonstration on Tuesday, with tens of thousands expected to take to the streets and speculation protesters may try to occupy the prime minister's compound. The People's Alliance for Democracy (PAD), a motley group of royalists and pro-military businessmen, is hoping to draw "hundreds of thousands" of people to the protest, although the police say they are expecting up to 35,000.A June 20 march on Government House drew about 25,000 people accusing the government of being an illegitimate proxy for former Prime Minister Thaksin Shinawatra, who was ousted in a 2006 coup after a year of PAD protests."It will be bigger than before, probably the biggest one, but the street can hold up to 35,000," national police spokesman Surapol Thuanthong told reporters on Monday.Police would not clash with the demonstrators but would be backed up by fire trucks and ambulances, he said. He did not say how many riot police would be deployed.Prime Minister Samak Sundaravej said in a televised speech he was not threatened by the rally and his cabinet would meet as usual on Tuesday."If they break any law, they will be dealt with accordingly," Samak said.Reporters from domestic television stations said the PAD had told them to position their cameras and trucks inside the Government House compound, suggesting protesters might try to scale its wrought-iron fence.

Mauritania coup a threat to Africa: president's son

NOUAKCHOTT-The military coup that toppled Mauritanian President Sidi Mohamed Ould Cheikh Abdallahi this month threatens the future of democracy in Africa if left unchallenged, the deposed president's son said on Sunday. In an interview with Reuters in Nouakchott, Abdallahi's youngest son Ahmed said he believed his father would eventually be restored to power by pressure from within Mauritania and from the international community, which has cut millions of dollars of aid following the August 6 coup in the West Saharan state."I've no doubt that he'll return, it could take 15 days, it could take a month, but there's no doubt that this country can't live without economic aid," Ahmed Ould Sidi Ould Cheikh Abdallahi said.He complained that the coup leaders were preventing members of Abdallahi's family from visiting the toppled president, who has been kept in detention since the latest military takeover in the country that became Africa's newest oil producer in 2006.President Abdallahi, Mauritania's first freely elected head of state, was deposed by officers led by the chief of his own presidential guard, General Mohamed Ould Abdel Aziz, barely 15 months after he took office after winning elections. That vote was organized after a 2005 coup-also instigated by Abdel Aziz-which toppled authoritarian ruler Maaouya Ould Sid'Ahmed Taya, who had taken power in a coup 20 years earlier. The August 6 coup followed Abdallahi's sacking of senior military officers, including Abdel Aziz, who were widely seen as supporting the president's opponents. Abdel Aziz says he took over because Abdallahi had shown poor leadership. The African Union has suspended Mauritania after the coup, which has also been strongly condemned by the United Nations, the European Union and the United States.

Despite Florida Flooding, Some Hopeful Fay's Rains Will Quench Drought

MIAMI-The remnants of Tropical Storm Fay spread over a wide swath of the South on Monday, bringing heavy rain and wind as forecasters warned of possible flash flooding and tornadoes from Louisiana to Georgia. The rain could be good news for some, including farmers looking for a break from a long-term drought that stretches from parts of Louisiana through the Carolinas into Virginia. In Florida, drenched by Fay last week, floods forced residents in northern parts of the state out of homes Sunday. Some residents started cleaning up Monday as water slowly receded in places, while others saw swollen rivers continue to rise.As Fay ebbed, a new storm was brewing. The seventh tropical depression of the Atlantic hurricane season formed in the central Caribbean and was heading for the Dominican Republic and Haiti, the National Hurricane Center in Miami said.Thunderstorms, flash flooding and isolated tornadoes were a possibility Monday from northwestern Georgia through Alabama and Mississippi to southeastern Louisiana, all due to remains of Fay, forecasters said.In Georgia, a family member said Fay's winds knocked an oak tree onto the Plains home of former President Jimmy Carter late on Saturday. One of the former president's sons, Jeff Carter, said both his father and his mother, Rosalynn Carter, were at home at the time but neither was hurt. The storm's remnants were likely to bring several inches of rain to Alabama, Mississippi, eastern Louisiana and Tennessee. Many hoped the storm could bring much-needed relief from a regional drought."We need something like this to recharge the soil. It probably won't be a total drought-buster," said National Weather Service senior forecaster Andy Kula in Huntsville, Ala.Rain was also reaching western North Carolina's parched mountains. Meteorologist Doug Outlaw at the National Weather Service in Greer, S.C., said some areas of extreme southwestern North Carolina had gotten as much as an inch of rain as remnants of Fay moved in from northeast Georgia, where as much as 3 to 4 inches had fallen.Fay made landfall a record four times in Florida before it was downgraded to a tropical depression late Saturday. The storm caused widespread flooding as it zigzagged across Florida for nearly a week.Fay has been blamed for 13 deaths in the U.S., 11 in Florida and one each in Alabama and Georgia. A total of 23 died in Haiti and the Dominican Republic from flooding.President Bush declared four hard-hit Florida counties disaster areas. The declaration makes funds available for emergency work and repairs to governments in Brevard, Monroe, Okeechobee and St. Lucie counties. More could be added later.

DECEPTION WATCH:Democrats open faith-filled convention with prayer

DENVER - At the first official event Sunday of the Democratic National Convention, a choir belted out a gospel song and was followed by a rabbi reciting a Torah reading about forgiveness and the future.Helen Prejean, the Catholic nun who wrote "Dead Man Walking," assailed the death penalty and the use of torture.Young Muslim women in headscarves sat near older African-American women in their finest Sunday hats.Four years ago, such a scene would have been unthinkable at a Democratic National Convention. In 2004, there was one interfaith lunch at the Democratic gala in Boston. But that same year, "values voters" helped re-elect President Bush, giving Democrats of faith the opening they needed to make party leaders listen to them.
The result was on display at Sunday's interfaith service, staged in a theater inside the Colorado Convention Center, and will be evident throughout the convention agenda and on the sidelines.
There will be four "faith caucus" meetings, blessings to open and close each night, and panels and parties run by Democratic-leaning religious advocacy groups that didn't even exist in 2004 — not to mention protests from religious groups and leaders opposed to the Democratic platform.
Other challenges may come from within. At Sunday's service, Bishop Charles Blake, head of the predominantly black Church of God in Christ and a self-described pro-life Democrat, said Barack Obama should be pressed to "elaborate upon his stated intention to reduce the number of abortions by providing alternative programs."One hallmark of Democratic faith efforts at the convention is diversity, which might soften objections from party activists wary of the Christian right or any mixing of religion and politics. Behind the scenes, efforts to attract the religious vote will concentrate largely on Christian "values voters.""If we create or become a mirror image of the religious right, we have failed,"said Burns Strider, who ran religious outreach for Hillary Clinton's campaign and now does faith-based political consulting. "But if we have increased the number of chairs around the table, ... then we've succeeded."One reason religion is playing such a prominent role at this week's convention is that Obama has made faith outreach prominent in his campaign."People of faith are being engaged in the convention in a new and robust way ,and it's because of Senator Obama's acknowledgment that people of faith and values have an important place in American public life," said Joshua DuBois, the Obama campaign's religious affairs director. The campaign is giving a platform to people who otherwise would not have been invited to or attended a Democratic convention. One example is Joel Hunter, a moderate evangelical megachurch pastor from Orlando, Fla., who will offer the benediction Thursday, the night Obama accepts the nomination."Now there's a genuine interest in speaking with groups and religious groups who were previously considered enemies," said Rachel Laser, who works on culture issues for the centrist Democratic think tank Third Way.Laser helped broker compromise language in the Democrats' abortion platform that acknowledges the need to help women who want to keep their pregnancies. Hunter and liberal evangelical leader Jim Wallis were involved, as were new groups such as Catholics in Alliance for the Common Good.Despite all the effort, there is little evidence religious votes are shifting. A Pew poll released last week showed the political preferences of religious voters, including highly sought Catholics and white evangelicals, have scarcely budged since 2004.Catholics are up for grabs, but white evangelicals have become so solidly Republican, Obama has little chance of carving too deeply into the Republican lead, said Allen Hertzke, a University of Oklahoma political scientist."There still is a possibility that Obama will chip into the Republican advantage with this religious outreach,"((you wish....)) Hertzke said. "Even if he gains just a few points, that could be decisive in a close election."

GAY AGENDA WATCH:Gay marriage foes mobilize for ban in California

FRESNO, Calif. - Michael Bumgarner says he's never campaigned for a political cause before, but his strong opposition to same-sex marriage has prompted him to join thousands of volunteers going door-to-door in support of a ballot initiative that would ban gay nuptuals here."I've never stumped before, but I want to be a part of this,"Bumgarner said. The retired insurance executive and devout Mormon said his late mother would "turn over in her grave" if she knew that gays and lesbians could marry. With less than 11 weeks until Election Day, supporters of Proposition 8 are ramping up their field organization and refining their message as they seek to persuade California voters to shut the door on same-sex marriage. It's the first time voters will be asked to weigh in on the issue in either California or Massachusetts-the states where gays have won the right to wed.An estimated 15,000 backers of the measure, most of them members of Mormon, Catholic and evangelical Christian churches, knocked on doors and distributed campaign literature to registered voters throughout the state this weekend and last, according to Jennifer Kerns, spokeswoman for the Yes on 8 campaign. The initiative is a constitutional amendment, similar to ones already enacted in 26 other states, that would overturn the California Supreme Court decision that legalized same-sex marriage. It needs a simple majority of votes to pass.Ron Prentice, director of the coalition of religious and social conservative groups that qualified the amendment for the November ballot, said the group has ordered 1 million yard signs and 1 million bumper stickers."Unless the people are angry, nothing will happen," Prentice said. "We are going to change the Constitution and say on Nov. 4, 'Judges, you can't touch this.'"For now, the campaign's goal is to identify supporters and voters who are unaware or haven't made up their minds about the measure, said Al Almendariz, a retired air traffic controller and a Mormon. Almendariz led a team of five people canvassing a suburban neighborhood southeast of Sacramento on Saturday, and their script was concise. The volunteers told people who answered their doors they were with the Proposition 8 campaign, an effort that would define marriage as being between a man and a woman. They didn't mention same-sex marriage unless a resident brought it up."We're just polling — yes or no, not trying to find converts or change people's minds," said Christina Hirst, 28, a photographer with three young children. Hirst and her husband, Justin, 33, a high-school Spanish teacher, said they joined the door-knocking Saturday because they don't want their children hearing about gay relationships at school. The literature that volunteers distributed was intended to reinforce the campaign's message that the amendment is "pro-marriage and children" instead of anti-gay."California should do more to encourage families to stay together," reads the pamphlets illustrated with close-ups of heterosexual couples posed cheek-to-cheek.Frank Schubert, who is co-managing the Yes on 8 campaign, said the outreach effort is designed to counter the principle message of gay rights advocates, who are portraying the upcoming vote as a matter of fairness and equality."They want people to feel like you are a bad person if you support what has been the definition of marriage since the dawn of time," Schubert said. By having face-to-face conversations about why the amendment is necessary, organizers hope to reach potential supporters who may worry that voting for the measure would get them labeled as "bigots or homophobes," he said. Bumgarner distributed handouts listing "Six Consequences if Proposition 8 Fails" that volunteers were encouraged to use as talking points. They included warnings that ministers who preach against same-sex marriage could be sued for hate speech, churches would be sued for refusing to host wedding ceremonies for gays, and that "children in schools will be taught that same-sex marriage is OK."The amendment's opponents dispute those claims, saying that the Supreme Court specifically exempted churches from having to participate in same-sex weddings and that nothing in state law requires teachers to discuss marriage — straight or gay — with students.
Recent polls suggest the election could be close. A Field Poll taken last month found that 51 percent of likely voters said they would vote against Proposition 8, while 42 percent said they would vote for it.

Hamas, Fatah rivalry spills into Gaza schools

GAZA-About half of the Gaza Strip's teachers began a five-day strike on Sunday at the start of the school year, accusing the Hamas-run Education Ministry of job discrimination over their support for the rival Fatah faction.A pro-Fatah teachers' union said many of its members have been transferred from their posts in a bid by Hamas to weaken the largely secular movement's influence. Hamas Islamists seized the Gaza Strip from President Mahmoud Abbas's Fatah last year. Mohammad Shqair, the pro-Hamas deputy education minister in Gaza, denied the accusations and said the school transfers stemmed from "technical and administrative" considerations.Shqair said about half of the territory's 9,000 teachers stayed away and some schools, run on Fatah principles, did not open. There are at least 250,000 students in the Gaza Strip.Commenting on the five-day strike declared by the pro-Fatah union, a Hamas government spokesman in Gaza, Taher al-Nono, said teachers who did not report to work could lose their jobs if they tried to "sabotage the education process".The Education Ministry, citing Israeli restrictions on the passage of goods into the Gaza Strip, said it had allowed students into class without school uniforms because of a shortage of fabric. In the pro-Fatah al-Azhar University, Hamas security forces stormed the facility after fistfights broke out between Fatah and Hamas supporters. There were no reports of serious injuries and the two sides exchanged blame over responsibility for the clash.

U.S. Navy Warship Arrives in Georgia Carrying Aid

ABOARD THE U.S.S. MCFAUL-A U.S. Navy warship carrying humanitarian aid anchored at the Georgian port of Batumi on Sunday, sending a strong signal of support to an embattled ally as Russian forces built up around two separatist regions.Ahead of the USS McFaul's arrival, a top Russian general suggested that the presence of U.S. and other NATO ships in the Black Sea would worsen tensions already at a post-Cold War low.Russia pulled the bulk of its troops and tanks from its small southern neighbor Friday after a brief but intense war, but built up its forces in and around two separatist regions — South Ossetia and Abkhazia — and left other military posts deep inside Georgia. The guided missile destroyer USS McFaul, loaded with some 80 pallets containing about 55 tons of humanitarian aid, is the first of three American ships scheduled to arrive this week, according to the U.S. Embassy. The aid includes baby food, diapers, bottled water, and milk. The arrival was a stark reminder that it will take substantial aid and months of rebuilding before Georgia can recover from the war with Russia. Five days of fighting damaged cities and towns across the country and displaced tens of thousands of people. The commander of the U.S. task force carrying aid to Georgia by ship, Navy Capt. John Moore, downplayed the significance of a destroyer bringing aid. "We really are here on a humanitarian mission," he said. The McFaul, an Arleigh Burke-class destroyer, is also outfitted with an array of weaponry, including Tomahawk cruise missiles, which can carry either conventional or nuclear warheads, and a sophisticated radar system. For security reasons the Navy does not say if ships are carrying nuclear weapons, but they usually do not.At dockside in Batumi, with the McFaul anchored offshore, U.S. Navy officials in crisp white uniforms were met Sunday by Georgian officials, including Defense Minister David Kezerashvili.Speaking to The Associated Press on the aft missile deck of the McFaul, anchored a mile offshore, Kezerashvili said Georgians would feel safer now."They will feel safe not because the destroyer is here but because they will feel they are not alone facing the Russian aggression," he said. The deputy chief of Russia's general staff suggested that the arrival of the ship and those of other NATO members would increase tensions in the Black Sea. Russia shares the sea with NATO members Turkey, Romania and Bulgaria as well as Georgia and Ukraine, whose pro-Western president also is leading a drive for NATO membership.

Pentagon's Intelligence Arm Steps Up Lie Detecting Efforts on Employees

WASHINGTON-The Pentagon's intelligence arm is adding more polygraph studios and relying on outside contractors for the first time to conduct lie detection tests in an attempt to screen its 5,700 prospective and current employees every year. The stepped-up effort by the Defense Intelligence Agency is part of a growing emphasis on counterintelligence, detecting and thwarting would-be spies and keeping sensitive information away from America's enemies.A polygraph is not foolproof as a screening tool. The test gives a high rate of false positives on innocent people, and guilty subjects can be trained to beat the system, according to expert Charles Honts, a psychology professor at Boise State University. The National Research Council noted these deficiencies in a 2003 report. The council, an arm of the National Academy of Sciences, found that lie detectors can be useful for ferreting out the truth in specific incidents, but are unreliable for screening prospective national security employees for trustworthiness."Its accuracy in distinguishing actual or potential security violators from innocent test takers is insufficient to justify reliance on its use in employee security screening in federal agencies," the council concluded. "Polygraph testing as currently used has extremely serious limitations in such screening applications, if the intent is both to identify security risks and protect valued employees."John Sullivan, a polygrapher with the CIA for 31 years, noted that turncoat Aldrich Ames, a CIA mole for the Soviets, beat a polygraph test twice. But the prospect of facing a polygraph can deter future security violations, according to the council's report. That prospect also increases the frequency of admission of violations-taking home classified documents, for example-and discourages people who may be security risks from applying."Right now the polygraph is the best tool they have at their hands but it's not a tool that's without problems," Honts said. The increase in lie detection at the DIA is three years in the making. In 2005 the agency's director announced plans to test every prospective new DIA hire, whether a permanent federal worker or contract employee. The DIA would not say how many prospective, current and past employees are screened annually, but a 2002 report to Congress said the agency conducted 1,345 counterintelligence polygraphs. It also said the Defense Department had an average of about 160 government polygraphers on its payroll annually for the last decade. The Pentagon's polygraphing institute trains all polygraphers for the government. It produced 84 new examiners in 2002, according to the latest publicly available statistics.Until 2004, Congress severely limited the Pentagon's authority to conduct polygraphs for counterintelligence purposes. From 1988 to 1990, it could conduct 10,000 a year. From 1990 to 2004,that number was cut to 5,000. Congress lifted that cap in 2004 at the request of the Defense Department.Polygraph sessions are typically three- to four-hour interrogations. A person is hooked up to a machine that measures physiological responses. The subject is asked a series of "yes" and "no" questions. The machine records changes in blood pressure, respiration and heart rate and electrical activity in the skin. The polygrapher interprets that data to determine whether the answers show inconsistencies or indicate deception, based on established parametersAn unclassified DIA document describing the new effort says the contractor hired to perform the exams will conduct a minimum of 4,550 a year in 13 new polygraph studios. The polygraphers would have to work at a brisk pace to meet the target: Each studio would need to complete 350 sessions a year to meet contract specifications. Those 13 new studios would be added to the eight now manned by DIA polygraphers. All would be overseen by DIA personnel. The document says that the agency will, for the first time, hire contractors to administer the tests rather than relying on government polygraphers.Mark Zaid is a lawyer who represents federal employees in lawsuits against the government, many involving disputed polygraphs. He said the government's reliance on lie detection tools is an easy way around the more reliable, but more time-consuming, security background investigations. There is a massive backlog for these."It's a cheap fix to a broken system," Zaid said. The problem, Zaid said, is that there is no process for government employees to challenge a polygrapher's interpretation of a test. "They get labeled a liar, and that's it," Zaid said.

Iran:Beating up tourists in Shiraz

NCRI-Last week six women and a man touring the southern city of Shiraz were beaten and arrested. The State Security Forces (SSF)-mullahs' suppressive police-Chastity Unit patrolling the streets stopped a group of East Asians touring the city for not observing the strictly imposed dress code. Not having a translator, the group resisted the SSF agents and was severely beaten and arrested. The Asian tourists then spent a few hours at the SSF custody before finally being released by their country's embassy. This was not an isolated incident of the kind.In the past year there have been tourists harassed by the SSF enforcing the dress code in line with the suppressive "boosting public security plan."The so-called "boosting public security plan" was first introduced in April 2007 to combat popular uprisings. Mass street arrests of hundreds of thousands of women and youth under the pretext of "mal-veiling" and cracking down on "thugs and hooligans" followed. In the same period, more than 300 prisoners were sent to gallows...

HONOUR KILLING WATCH:Iran: More than 2000 Marivan residents demonstrate

NCRI-In a series of anti-government demonstrations in Marivan, western Iran, yesterday, protesters gathered outside the local Judiciary office and chanted slogans against the regime and its misogynist rules. The protests sparked following the horrific murder of an 18-year-old girl identified as Fereshteh Nejati by her father. Such appalling crimes take place based on misogynist rules and encouraged by ruling clerics in Iran and it is spreading. In the meantime, the perpetrators of these crimes are formally and lawfully immune from any punishment. The regime’s suppressive forces were dispatched to counter demonstrators and they made several arrests.Ms. Sarvnaz Chitsaz, Chair of the NCRI’s Women’s Committee, praised the residents of Marivan for their protest against mullahs’ misogynist rules and called on human rights and women’s rights organizations to take measures to free those detained during the protest.

Iran will hit back if Israel attacks: Hezbollah

BEIRUT-Israel will be targeted by thousands of rockets if it attacks Iran, a senior official in the Tehran-backed group Hezbollah said on Sunday. There has been speculation that either the United States or Israel could attack Iran's nuclear facilities, although both have said force should be a last recourse in curbing a nuclear program which they suspect aims to build atomic weapons.Iran, which says its nuclear program is peaceful, is the main backer of Hezbollah-a Lebanese political and military group which fired thousands of missiles into Israel during a 34-day war in 2006."The first shot fired from the Zionist entity towards Iran will be met by a response of 11,000 rockets in the direction of the Zionist entity. This is what military leaders in the Islamic republic have confirmed," said Mohammed Raad, the head of Hezbollah's parliamentary bloc. His remarks were reported by the National News Agency. Hezbollah has not said what it would do in the event of a conflict between Iran and Israel. Analysts count Hezbollah, which shares Iran's Shi'ite Islamist ideology, as a major asset for the Islamic republic in the event of conflict.Tehran has said it will respond severely to any attack. Israel staged an air force exercise in June that triggered speculation about a possible assault on its nuclear sites. Both Hezbollah and Israel have said the group has expanded its missile capability since the 2006 conflict.

Iran says designing new nuclear power plant

TEHRAN-Iran has chosen the site and started designing a new 360-megawatt nuclear power plant, a senior atomic official said in remarks published on Sunday.Iran has yet to complete construction of its first nuclear power plant and has previously sent conflicting signals about the state of work on a planned second plant. An Iranian official said this year construction work had already begun. The Islamic Republic is embroiled in a dispute over its nuclear plans, that the West says are to build atomic warheads but which Tehran insists are aimed at generating electricity."We are involved in the design phase of this power station," the deputy head of Iran's Atomic Energy Organisation, Mohammad Saeedi, said, referring to plans for a second plant to be built in the area of Darkhovin in southwest Iran. "Gradually the complementary design phase and its building will begin," Saeedi said of the 360 megawatt (MW) plant, in comments carried by the official IRNA news agency. "The site has been chosen and the preparation process is under way," he added. The country's first nuclear power plant, with 1,000 MW capacity, is being built by Russia in the port city of Bushehr. Iran has said it wants to build nuclear power plants with a total capacity of 20,000 MW by 2020.Iranian officials say Iran, which sits on the world's second biggest reserves of gas and oil respectively, wants nuclear energy so it can export more of its hydrocarbons. The International Atomic Energy Agency (IAEA), which carries out routine inspections of Iran's nuclear facilities, has mentioned the Darkhovin project in previous reports on Iran.

Iran's Supreme Leader Praises Ahmadinejad for 'Standing Up to' the West

WASHINGTON-Iran's supreme leader is praising President Mahmoud Ahmadinejad for "standing up to" the West in a dispute over the country's nuclear program. State TV quotes Ayatollah Ali Khamenei as saying Ahmadinejad's government has helped "revive" the values of the 1979 Islamic revolution that transformed Iran into a strict theocracy. He was also quoted Sunday as saying "some bullying countries...wanted to impose their will on Iran (over the nuclear issue)...but the president stood up to them."Ahmadinejad has come under some domestic criticism for his handling of the economy, despite a 2005 campaign promise to distribute Iran's oil revenue to each family.Iran faces skyrocketing food and fuel prices, unemployment and inflation. http://www.foxnews.com/story/0,2933,409524,00.html

August Frost Hits Minnesota and Wisconsin...

Here's some news you probably hoped you wouldn't hear for another four months. The National Weather Service says areas of northeast Minnesota and northwest Wisconsin could see patchy frost this weekend. That's right, patchy frost in August. The weather agency says clear skies could allow temperatures to dip into the low to mid-30s late tonight into early Monday. Meteorologist Roman Berdes says an unusual cold-air mass from Canada will bring lower temperatures, but warmer air from the central Midwest should replace it by Monday.Berdes says these temperatures are uncommon but not unheard of. He says those areas saw temperatures in the 20s at this point in 2004.In the Milwaukee area, today's forecast calls for a high of 75 today and a low tonight of 54.

Tropical Storm Julio lashes Mexican coast

CABO SAN LUCAS, Mexico - Tropical Storm Julio bore down on the resort-dotted tip of the Baja California peninsula on Sunday, prompting more than 2,500 families who live along river beds to evacuate.Strong winds and sporadic rains buffeted the southern peninsula as police and emergency workers toured neighborhoods in Cabo San Lucas to evacuate families who live in homes of wood and corrugated roofs. They were taken to shelters around the town."We're expecting the worst of the tropical storm this afternoon," said Ernesto Ibarra, a municipal delegate. The possibility of 3 to 6 inches (7.5 to 15 centimeters) of rain in the normally parched peninsula raised fears of flash flooding. The U.S. National Hurricane Center in Miami said Julio was expected to weaken before making landfall and could become a tropical depression by late Monday. Most vacationers rode out the bad weather inside their hotel rooms, but some ventured out on shopping trips and excursions."They're very calm," said Jorge Castro, front desk manager at the hillside Hotel Finiterra. The 224 guests were warned to stay away from the ocean, but none made plans to leave early."They can see it's not a huge problem. Some have even gone out on activities, on tours, or sand biking," Castro added. The storm had maximum sustained winds of 50 mph (85 kph) Sunday and was centered about 30 miles (45 kilometers) west of the resorts at Cabo San Lucas. Tropical storm force winds extended 70 miles (110 kilometers) from the storm center. The Mexican government issued a tropical storm warning from Punta Abreojos on the West Coast of the peninsula around the southern tip and up to Mulege on the East Coast.Julio was moving north-northwest at 12 mph (19 kph).

Is Obama’s Extremist Abortion Stance What Will Do-In His Campaign?

I don’t know how anyone, pro-abortion or pro-life, could watch this video and not come away feeling a little sick....

What Obama supported while he was a state senator in Illinois wasn’t abortion. It was murder.Cold-blooded, uncaring murder. And the more Americans learn about this, the less they’re going to like Obama.
We all have different views of abortion, which is one of the most controversial topics in this country, but I think we can all agree that birthing a child and then leaving it to struggle and eventually die over the course of hours is wrong.Pure and simple.

Obama Cites Communist China As Shining Example Of Government Development Of Infrastructure

Obama want to be the leader of the free world? Or a totalitarian world where massive public works projects aimed at impressing foreigners are completed at the expense of millions forced from their homes?

Aside from a rather troubling level of appreciation for the ability of totalitarians to build a nice highway (let’s not forget that the Nazis were pretty dang good at public works projects too), this illustrates Obama’s utter naivete about the world.Yes, the infrastructure in Beijing is nice. But it’s also propaganda.China has spent billions upon billions on upgrading the infrastructure of this year’s Olympic host city, and all of it was done with an eye toward impressing the rest of the world and legitimizing the Chinese government.Much like the Nazis used the Berlin Olympics to legitimize Hitler’s regime.
And Obama fell for it. Hook, line and sinker.
Infrastructure is great, sure, but let’s not forget how the Chinese got their infrastructure and why they built it before we go off praising it.

Obama Misspeaks, Calls Biden 'The Next President'; Biden Calls Obama 'Barack America'

ABC News' Sara Just reports: Journalists who were awake until the wee hours waiting for confirmation that Sen. Joe Biden, D-Del., was indeed Barack Obama's running mate, cannot be blamed if their hearing is a little fuzzy today. But after today's Obama-Biden speeches to a massive crowd in Springfield, Ill., many reporters are rolling back the tape and asking each other, "Did he really say that?"When introducing his running mate, Obama said, "So let me introduce to you the next president - the next vice president of the US of America, Joe Biden."And then when it was Biden's turn to speak, the Delaware senator called the presumptive Democratic nominee "Barack America" instead of Barack Obama."My friends, I don't have to tell you, this election year the choice is clear. One man stands ready to deliver change we desperately need. A man I’m proud to call my friend. A man who will be the next president of the United States, Barack America,” Biden said, per ABC News' Sunlen Miller. However the official Obama campaign transcript of Biden's remarks sent to reporters omitted part of the misspeak, reading: "A man who will be the next president of the United States, Barack Amer – You know, you learn a lot of things being up close with a guy."Then, later in his speech, Biden jokingly referred to his wife's PhD as a "problem." Biden was clearly having a playful moment with his wife, who he also referred to as "drop dead gorgeous.""Ladies and gentlemen, my wife Jill, who you’ll meet soon, is drop dead gorgeous. My wife Jill, who you’ll meet soon, she also has her doctorate degree, which is a problem," Biden said, "But all kidding aside, my Jill, my Jill, my wife Jill and I are honored to join Barack and Michelle on this journey, because that's what it is. it's a journey."The Republican war machine jumped on the first misstatement, with the McCain campaign releasing the following statement within minutes of the Springfield event's close: “Barack Obama sounded as though he turned over the top spot on the ticket today to his new mentor, when he introduced Joe Biden as the next president. The reality is that nothing has changed since Joe Biden first made his assessment that Barack Obama is not ready to lead. He wasn’t ready then and he isn’t ready now,” McCain spokesman Ben Porrit said. The press will not have a lot of time to study the Democratic running mates' style or stumbles on stage together this week.Despite previous plans to campaign with his veep-pick in battleground states, Obama will pass through those swing states alone this week, as Biden heads back to his home state of Delaware to prepare his speech for the convention and the most important political speech of his career, at least so far.The duo will not appear again together until Thursday night when they are slated to accept their party's nominations.

Obama's choice:Sen. Joe Biden

The buzz over who Sen. Barack Obama would choose as his running mate ended today when news leaked from sources in the campaign before the presumptive Democratic nominee announced to supporters via text message his selection of Sen. Joseph Biden of Delaware.Biden, in his sixth Senate term, sought his party's presidential nomination this year but dropped out after the Iowa caucuses Jan. 3. He also ran for president in 1988 but withdrew after he was accused of plagiarizing a speech by then-British Labour Party leader Neil Kinnock.Biden, chairman of the Senate Committee on Foreign Relations, has been touted as a potential Obama running mate because of his foreign policy experience. But while Obama has made his opposition to the war in Iraq a central part of his campaign, Biden voted in October 2002 for the final resolution authorizing military action.Biden's son, Joseph Robinette "Beau" Biden III – Delaware's attorney general – will be deployed in October to Iraq with his Army National Guard.
"I don't want him going," Biden told an Iowa state fair crowd a year ago. "But I don't want my grandsons or granddaughters going back in 15 years. So how we leave makes a big difference."Prior to the announcement, Obama spelled out his three main requirements for a running mate. The VP nominee, he said, had to be prepared to be president, able to help him govern and willing to challenge his thinking. Biden will join him in Illinois today for a massive rally to kick off a pre-convention tour of battleground states. In an interview that aired this morning on "The Early Show" on CBS, Obama said, "Obviously, the most important question is: Is this person ready to be president? Can this person help me govern? Are they going to be an effective partner in creating the kind of economic opportunity here at home and guiding us through some dangerous waters internationally?"Obama added he also wanted "somebody who is going to be able to challenge my thinking and not simply be a 'yes person' when it comes to policymaking."Biden has a long history of making statements that have required him to explain and apologize.Last year, when competing for the presidential nomination, he said Obama was "not yet ready" to be president. He was forced to apologize for describing Obama as "the first mainstream African-American who is articulate and bright and clean and a nice-looking guy," a statement that drew accusations of racial insensitivity. While campaigning in New Hampshire, Biden, speaking to an Indian-American supporter, remarked "you cannot go to a 7-Eleven or a Dunkin' Donuts unless you have a slight Indian accent."Among the known finalists, along with Biden, were Sen. Evan Bayh of Indiana, Virginia Gov. Tim Kaine and Kansas Gov. Kathleen Sebelius. Rep. Chet Edwards was mentioned today, but analysts saw it as a gesture to House Speaker Nancy Pelosi, who wanted Obama to seriously consider a Democratic Congress member. The presumptive Republican nominee Sen. John McCain, meanwhile, has not decided on a running mate, according to GOP officials.Former Massachusetts Gov. Mitt Romney and Minnesota Gov. Tim Pawlenty are likely to be at the top of the list. Riskier picks, such as Pennsylvania Gov. Tom Ridge and Sen. Joe Lieberman, also have been mentioned.McCain is expected to make his announcement after the Democratic National Convention ends Thursday. The Arizona senator plans pre-convention rallies in the swing states of Ohio, Michigan and Pennsylvania.Biden is up for re-election to the Senate this year and, according to Delaware election law, can remain on the ballot and run for both seats. If he wins both seats, he can take the Senate oath and then resign. Gov. Ruth Ann Minner, a Democrat, would then appoint his replacement who would serve until 2010.

Democrat sues Sen. Obama over 'fraudulent candidacy':Lawsuit disputing U.S. citizenship based in part on discredited claims

Philip J. Berg
School record that lists "Barry Soetoro," a.k.a. Barack Obama, as Indonesian citizen (AP photo) A prominent Pennsylvania Democrat has sued Sen. Barack Obama, the Democratic National Committee and the Federal Election Commission, claiming that Obama is not a natural-born citizen and, therefore, is not eligible to be president of the United States.Philip J. Berg, a former member of Pennsylvania's Democratic State Committee and former deputy attorney general of Pennsylvania, filed the lawsuit this week in U.S District Court, asking the court to declare Obama ineligible for the presidency and to prevent him from running for the position. However, a WND investigation has found that at least part of Berg's lawsuit relies on discredited claims.A separate motion was also filed seeking a temporary restraining order on Obama's presidential campaign until Obama's eligibility can be verified. The lawsuit claims Barack Obama's eligibility is questionable on several grounds, including the allegation that he was born in Kenya to parents unable to automatically grant him American citizenship, that his Hawaii birth certificate is a forgery – a now discredited claim – that he was made a citizen of Indonesia as a child and that he retained foreign citizenship into adulthood without recording an oath of allegiance to regain any theoretical American citizenship. In short, the suit claims Obama was not born an American citizen; lost any hypothetical American citizenship he had as a child (Editor's note: This point is not supported by U.S. citizenship law); may not now be an American citizen and even if he is, may hold dual citizenships with other countries. If any, much less all, of these allegations are true, the suit claims, Obama cannot constitutionally serve as president. Why would a Democrat do this to his party's own candidate? And why right before the National Convention?"Eighteen million Democratic Primary voters donated money, volunteered their time and energy, worked very hard and then not only supported Senator Clinton, but voted for her," Berg stated in a press release about the suit. "All the efforts of supporters of legitimate citizens were for nothing because (Obama) lied and cheated his way into a fraudulent candidacy and cheated legitimately eligible natural born citizens from competing in a fair process."Berg explained in a radio interview with Roger Hedgecock of KOGO in San Diego that Internet reports had been persistent over the last several months that Obama's birth certificate was a forgery and that he may not be an eligible, natural-born citizen. After doing his own careful research, Berg explained, he came to the conclusion the reports were more fact than rumor and that he needed to act quickly, before the election process proceeded."I filed this action at this time," said Berg in a press release, "to avoid the obvious problems that will occur when the Republican Party raises these issues after Obama is nominated."However, FactChecker.org says it obtained Obama's actual birth certificate and that the document was indeed real. The site discredited some of the claims of Internet bloggers, such as that the certificate as viewed in a scanned copy released by Obama's campaign lacked a raised seal. FactChecker.org also established that many of the alleged flaws in the document noted by bloggers were caused by the scanning of the document.
A separate WND investigation into Obama's birth certificate utilizing forgery experts also found the document to be authentic. The investigation also revealed methods used by some of the bloggers to determine the document was fake involved forgeries, in that a few bloggers added text and images to the certificate scan that weren't originally there. The Berg lawsuit contends there is enough truth in the various reports to conclude, "Unfortunately, Obama is not a 'natural born' citizen."The suit alleges that while records exist of a "registry of birth" for Obama in Hawaii (filed four days after his claimed birthday), no records exist of his mother's stay in any Hawaii hospital, suggesting she may have given birth elsewhere and filed the registration shortly thereafter on American soil."Obama's grandmother on his father's side, half brother and half sister claim Obama was born in Kenya," the suit states. "Reports reflect Obama's mother went to Kenya during her pregnancy; however, she was prevented from boarding a flight from Kenya to Hawaii at her late stage of pregnancy, which apparently was a normal restriction to avoid births during a flight. Stanley Ann Dunham (Obama) gave birth to Obama in Kenya, after which she flew to Hawaii and registered Obama's birth."The claim could not be verified by WND inquiries to Hawaiian hospitals, since state law bars the hospitals from releasing medical records to the public.Even if Obama produced authenticated proof of his birth in Hawaii, however, the suit claims that the U.S. Nationality Act of 1940 provided that minors lose their American citizenship when their parents expatriate. Since Obama's mother married an Indonesian citizen and moved to Indonesia, the suit claims, she forfeited both her and Barack's American citizenship. However, there doesn't seem to be any evidence Ann Dunham expatriated. Also, consulting citizenship experts contend that if Obama indeed obtained Indonesian citizenship, it simply would not have been recognized by the U.S., but the presidential candidate would retain his American citizenship.Even after her divorce and return to the U.S., the suit says, "Obama's mother failed to take the oath in order to regain her U.S. Citizenship. Therefore, Obama would not have been able to regain his U.S. Citizenship until he turned 18 years (and) after he took the oath of allegiance.""Since the oath of allegiance would have been entered in the records of the appropriate embassy, legation, consulate, court or the Attorney General, if Plaintiff is incorrect, then Obama should be able to produce in Court a certified copy of the proceedings, including a copy of the oath administered," the suit states. The lawsuit then claims an investigation has shown that in 1981, "Obama traveled to Pakistan using his Indonesian passport. At the time of travels to Indonesia, Obama was 20 years old. He was well aware he maintained his Indonesia citizenship, and failed to regain his United States citizenship...Even if Obama maintained his United States Citizenship, which he failed to do, he also carries citizenships in Kenya and Indonesia. Obama has divided loyalties with foreign countries. Thus, Obama carries multiple citizenships and is ineligible to run for President of the United States."A WND investigation could not find any proof Obama used an Indonesian passport to travel to Pakistan. However, WND noted that Pakistan in 1981 was under military rule and that it was difficult for U.S. citizens to travel to the country without assistance – meaning, it would have been easier to enter Pakistan on an Indonesian passport.Berg claims his lawsuit is necessary, not only to protect the Constitution, but also to protect the integrity of the Democratic Party."If the DNC officers and/or leaders had performed one ounce of due diligence, we would not find ourselves in this emergency predicament, one week away from making a person the nominee who has lost their citizenship," said Berg in his press release. "The injunctive relief must be granted because failing to do so, (the DNC's) inaction defrauds everyone who voted in the Democratic Primary." http://www.worldnetdaily.com/index.php?fa=PAGE.view&pageId=73214
