‘Courageous Restraint’: Military Considers Awarding Medal for Not Killing Civilians

"In some situations our forces face in Afghanistan, that restraint is an act of discipline and courage not much different than those combat actions that merit awards for valor."

PS:....So...what's the deal with this...?So killing civilians is Ok and restraining from killing them is excellent and should be rewarded with a medal....?Is this crazy or is it just me....?
