China says up to Zimbabweans to solve crisis

BEIJING-Zimbabwe's problems were up to that country's people to solve, China said on Tuesday as it sidestepped responding directly to proposed U.N. sanctions against Robert Mugabe's government pushed by Western powers.The draft text of sanctions Washington may put before the United Nations Security Council would ban arms sales and freeze assets of listed individuals and firms linked to the government of Zimbabwean President Mugabe.The text says the council would not recognize Mugabe's June 27 re-election, which brought widespread international condemnation for violence, intimidation and vote-rigging.As a permanent member of the Security Council, China has the power to veto proposals, and the Chinese Foreign Ministry spokesman Liu Jianchao showed no eagerness to endorse the proposed sanctions."We hope that the concerned parties will focus on the interests of the country and people (of Zimbabwe), and exercise calm and restraint," Liu told a regular news conference, adding that peaceful talks should be used to settle the crisis."Ultimately, Zimbabwe's problems must be resolved by the Zimbabwean people themselves, and we believe that the international community can promote reconciliation through dialogue."Liu did not directly respond to questions about whether his government would back or oppose the possible sanctions.China backed an earlier U.N. statement condemning the Zimbabwe poll. But it has long opposed U.N. sanctions, especially those aimed at what it considers domestic or regional affairs, saying they do not help resolve problems.Russia, which also has veto power, and South Africa also appear reluctant to accept U.N. sanctions against Zimbabwe.
